The Licence Appeal Tribunal (LAT) is an independent adjudicative tribunal in Ontario that hears appeals of decisions made by various provincial ministries and bodies โ including MTO decisions regarding CVOR safety ratings, carrier license conditions, and suspension orders. LAT proceedings are governed by procedural rules and timelines that require a prepared, documented file.
When MTO imposes an Unsatisfactory safety rating, restricts or suspends a CVOR registration, or issues a compliance order, the carrier has the right to appeal to the LAT. The appeal timeline is strict. An underprepared file at LAT is one of the most avoidable outcomes in commercial vehicle regulatory practice.
Notice of appeal must be filed within the prescribed deadline from the date of the MTO decision. Missing this deadline forfeits the appeal right.
